This conference will explore the scientific issues surrounding the accretion of gas onto galaxies throughout cosmic history, and will include discussions of the cosmic web, gas infall and outflow, galaxy interactions and the physical processes which regulate the efficiency of the formation of stars in galaxies. Talks will include:

• progress in providing a mechanism within the Lambda CDM paradigm to understand evolution of baryonic material
• semi-analytic and numerical simulations
• observability of the cosmic web
• measuring gas accretion and outflow rates in galaxies
• understanding factors which regulate the transition from ionized to neutral to molecular gas in galaxies.

The conference will focus on scientific results from recent simulations and HI surveys, and use these results to update plans for forthcoming HI surveys with SKA precursor/pathfinder telescopes such as Apertif/WSRT, ASKAP, eVLA and MeerKAT.
